BIS certification is the Bureau of Indian Standards (BIS), an ISI certification body responsible for product certification. It has a history of 50 years in Indian product certification, involving four products of polyester, FDY/POY/IDY/PSY. In the past five years, the proportion of polyester filament exports to India has increased significantly, from 1.3% in 2018 to 10.2%. Since the issuance of the BIS certification order in India, it has only been 3 months. From the perspective of the certification process, sufficient time has not been reserved for enterprises, and it is understood that no polyester filament enterprise has passed this verification yet. Considering the risk issues brought by the shipping schedule, the export of polyester filament specifications has been gradually hindered since early June. However, on July 17th, the Indian authorities postponed the BIS certification of China's polyester civilian yarn until October 5th, giving the domestic polyester civilian yarn an export window of over two months. Due to risk aversion factors, the industry has made early shipments, resulting in a significant increase in market exports to India. In August 2023, the total export of domestic polyester civilian yarn was 318100 tons, an increase of 65600 tons compared to the previous month, with a month on month ratio of 25.98% and a year-on-year period of+57.43%; From January to August, the cumulative export of domestic polyester civilian yarn was 2.2981 million tons, an increase of 557000 tons compared to the previous month and a year-on-year increase of 32%. From the perspective of major exporting countries, the increase in exports to India is significant, and the increase in exports to India is basically the increase in exports of polyester civilian silk in August.
